Its finally legal for Vietnamese to gamble on Phu Quoc!

All that changed this week when the government decided to scrap the long-standing ban, allowing locals over 21 years old with a monthly income of at least VND10 million ($445) to enter local casinos from mid-March under a three-year pilot program. Vietnam's average annual income was around $2,200 last year.

The Casino on Phu Quoc is playing in the big league with a budget of 4 billion dollar and is predicted to be one of the biggest activities on the island in the near future. Sadly the goverment once again have declined the proposed law change that would enable vietnamese people to gamble in vietnam. So now the project keeps going like it was planned from the beginning and will be open for the rest of the world and vietnamese people with international passports. Korean’s Taekwang Group began the construction of the Phu Quoc Vocational Training School

On January 9th, Korean’s Taekwang Group in association with the Kien Giang provincial People’s Committee began the construction of the Phu Quoc Vocational Training School in Ham Ninh commune, Phu Quoc district. Vocational training schools Phu Quoc is built on an area of 80,000 m2 in Bai Vong Hamlet, Ham Ninh Commune, Phu Quoc District, Kien Giang Province invested by Taekwang Group. The school is part of the US$10 million grant project sponsored by Taekwang, and is expected to be completed and put into operation in September 2017.

With the educational model of RoK’s Deakyoung University After the inauguration, put into operation operation Each year, the school will train around 350 high-skill students for different jobs, such as hotel management, casino, beauty care, cooking, and information technology.

Government approves casino for Phu Quoc Island

The southern province of Kien Giang has got the government’s green light for a casino on the tourist island of Phu Quoc. The casino will be part of a tourist complex that will also have other amusement facilities, the government office has announced, saying that the PM has ordered the investment ministry to collaborate with Kien Giang to study the project. In a proposal submitted to the government last year, the province’s authorities said the 30,000-square-meter casino would have 200-400 gambling tables and 2,000 gambling machines. Investors need to bring in a minimum of US$ 4 billion.

New location for Phu Quoc casino project

The Ministry of Construction has asked the Prime Minister for approval of a new location for a big-ticket recreational project comprising a casino on the resort island of Phu Quoc off mainland Kien Giang Province. The ministry said it would be easier to call for investors to develop the project if it is located adjacent to Vinpearl Resort. The current site of the project is in Da Chong Ward in Bai Thom on the island. The proposed location covers 37 hectares as part of the zone for luxury tourism facilities in the northwest of the island.

Vietnam casino bill: $4 billion required

Investors should have at least US$ 4 billion worth of capital and ten years of experience in tourism management to be allowed to open a casino in Vietnam, which is only open to foreigners, the Ministry of Finance suggested in its draft decree. Investors will only receive the operation license when they have completed construction on the tourism, service, and entertaining complex where the casino is located. They are also requested to equip brand new machines, which should have adequate origins and technical certificates, at the venues.

Phu Quoc island to have casino, special economic zone

Phu Quoc has attracted 200 projects, of which 112 projects have been granted investment certificates, with a total area of 4,850 hectares and total investment of VND 135 trillion. Eighteen projects have been completed, totaling VND 6.849 trillion. The island’s technical infrastructure has developed rapidly. Phu Quoc Island has also been connected to the national grid. The Island has four large freshwater lakes. In Phu Quoc, freshwater resources are abundant and lakes are above the sea level so there is no risk of salinity. If the Phu Quoc special economic zone is approved, the island will have a Chief Executive, who works under the management of the People’s Committee of Kien Giang Province. The Chief Executive will be authorized with some functions and powers that belong to the Chair of Kien Giang province, Ministers and even the Prime Minister.

Finance ministry proposes allowing Vietnamese to gamble at home

Any Vietnamese above 21 years of age with adequate financial ability will be allowed to gamble at home, the finance ministry said in the draft decree. In its previous draft versions, the ministry proposed that only international punters and foreign passport holders should be permitted to enter casinos operating in Vietnam. Gamblers will be required to present documents proving they are eligible for gambling before entering a gaming venue, the ministry’s draft decree says, adding that these documents include identity cards in the case of Vietnamese residents and passports and visas for foreigners and overseas Vietnamese.

A possible legalization of gambling for vietnamese on the casino on Phu Quoc

A rumor says that vietnamese people probably will be able to gamble on Phu Quoc as a test, and if it works out well they will try to expand the legalization of gambling to all the casinos in Vietnam. There will still be some regulations to make the changeover managable, such as a age limit of 21 and a salary of atleast 500 us dollars per month. We truly hope that this will become a reality in the near future so that the people of vietnam have the same rights to the fun activities of gambling as the foreigners do.

No investors for casino business on Phu Quoc despite Vietnam gov’t approval

Dinh Khoa Toan, chairman of the People's Committee of Phu Quoc District, administered by Kien Giang Province in southern Vietnam, asserted on January 19 that no investors have registered for the development of an entertainment complex that houses gambling facilities after governmental approval for such a project was given recently. Toan said the go-head for casino operations is not new, as the Vietnamese government once called for investment in a similar project at the Da Chong area in Bai Thom Commune of Phu Quoc Island, but there was no official registration by any investors. “Our new planning of Phu Quoc will have some adjustments so the specific location of the entertainment complex is still up in the air. We will take it into consideration after having an official investor,” Toan said.

Casinos in Phu Quoc island will choose domestic investors

In fact, the policy of allowing investment in a casino in Phu Quoc was approved by the Politburo and the Government long ago. Kien Giang may be the first location in the country that was permitted to open a casino in the true sense of the word, rather than an amusement zone with bonus games for foreigners like some other projects. Besides Kien Giang, recently Van Don in Quang Ninh province was also allowed to build a resort complex with a casino. Van Don and Phu Quoc are the two places that are most suitable for building casinos because the casinos will be located in two special zones that are far from the mainland, so the side effects of casinos would be restricted.

Progress seen as Vietnam considers permitting locals to gamble in casinos

A manager of a five-star hotel based in Ho Chi Minh City, which legally runs prize-winning electronic games for foreigners, said the latest proposal is “a good sign for gambling industry investors.” “This will help Vietnam lure more foreign visitors, increase tax collections, and prevent its residents from wasting money at overseas casinos,” he said, while asking not to be named. He underscored the importance of having strict regulations for Vietnamese gamblers. “Gamblers have to pay a fee of 100 Singaporean dollars [roughly US$80] to be able to enter casinos there, so I think the fee should be around $300 for Vietnam,” he suggested.

Roulette is a simple, easy to learn and exciting game. It offers a wide variety of bets and a combination of bets with both long and even odds.

The Roulette wheel has 36 numbers from 1 to 36, and a "0". The numbers are alternately colored red and black with the "0" green. Play begins when the Players have placed most of their bets by placing chips on the numbered layout. The Dealer then spins the white ball in the opposite direction of the spinning wheel.

Bets may be placed until the ball is ready to leave the track and fall onto the spinning wheel. At this point, the Dealer will call "No more bets." The ball then falls onto a number on the wheel, the Dealer places a marker on the winning number and bets are paid accordingly.

Chips (also known as "checks"), range in value and can be bought in stacks of 20 from the dealer. You determine what the checks are worth when you buy-in and are given a color. Players can make as many bets as they wish and can use roulette checks, chips or money to place their bets. Please note that table minimums are posted at each roulette table and that the checks have no value at other games. So, make sure you cash in your checks before leaving the table.

There are many different bets that can be made on a Roulette table. Players may choose to change numbers on every spin or play favorite numbers. Some people play their birthday, age or just lie.

Poker is a game of five card hands dealt from a 52 card deck of standard playing cards. All poker hands consist of exactly five cards. Most games, like seven card stud for example, give the players more than five cards to select from, but the final winning result goes to the one with the best five card poker hand. In the popular stud poker games, the players are all dealt one card at a time or in small groups and they bet money each time they get more cards. They bet that they will end up with the best hand. The players that don't want to bet on their hands any longer can "fold" their hands, get out of the contest and forfeit all the bets they have made to that point. At the end, the player with the best poker hand wins all the bets. In draw poker the players bet, then replace the cards they don't like with new ones from the dealer and then bet again.

The best hand is determined by the Poker Hand Ranking chart below: Five of a Kind. This is the highest possible hand and can occur only in games where at least one card is wild, such as a joker, the two one-eyed jacks, or the four deuces. Examples of five of a kind would be four 10s and a wild card or two queens and three wild cards. Straight Flush. This is the highest possible hand when only the standard pack is used, and there are no wild cards. A straight flush consists of five cards of the same suit in sequence, such as 10, 9, 8, 7, 6 of hearts. The highest-ranking straight flush is the A, K, Q, J, and 10 of one suit, and this combination has a special name: a royal flush or a royal straight flush. The odds on being dealt this hand are 1 in almost 650,000.

blackjack

Blackjack is one of the more popular casino games. In this game, you are trying to draw cards that total 21, or come closer to 21 than those held by the dealer without exceeding that number. To begin, the dealer deals two cards to each player. The dealer's first card faces up, the second faces down. All face cards (King, Queen, Jack) count as 10 each. All other cards count at face value except for the Ace, which counts as a 1 or 11 as you decide. (An Ace and a 6, for example, could be counted as a seventeen or a seven.) An Ace with any 10, Jack, Queen or King is a Blackjack. If you have a Blackjack, show the hand immediately and the dealer will pay you one and 1/2 times your bet. (Unless the dealer also has a Blackjack. In this case, the hand is a "push" (tie) and neither wins.

If you do not have a Blackjack, you can ask the dealer to "hit" you, that is, give you another card. To indicate that you want to hit, scrape the cards across the table in a gesture similar to if you were pulling something towards you off of the table. You may draw as many cards as you like (one at a time), but if you go over 21, you "bust" and lose the hand. At that point, you must return your cards face up on the table immediately.

If you do not want to "hit", you may "stand" by sliding your cards face down under your bet. After all players are satisfied with their hands, the dealer will then turn his down card face up and stand or draw as necessary. The dealer must draw to any count up to and including 16, and stand on 17. (Note: Some casinos require that the dealer stand on any 17 while others require that they hit a "soft" 17. A soft seventeen is an Ace and any other combination of cards that adds up to 17 (Example: A, 6 or A, 2, 4). The odds say that it is to the players advantage when the dealer has to stand on a soft 17. To determine if the dealer hits or stands on a soft 17, look at the table. The house rule will be printed on the felt surface or posted on a sign at the corner of the table.

baccarat

Baccarat (Bah-Kah-Rah) is played with 8 decks of cards. The cards are shuffled by the croupier (dealer) and placed in a box called a "shoe". The player is entitled to keep the shoe as long as the bank hand wins (except in mini-Baccarat where the croupier controls the shoe at all times). When the bank hand loses, the shoe moves to the next player on the right. A player may voluntarily pass the shoe after any hand.

The object of the game is to wager on the hand (bank or player) which the player feels will be closest to 9. The highest hand in Baccarat is 9. The lowest is zero. The hand closest to 9 is the winner. Face cards, tens, and any combination totaling ten have a value of zero. Baccarat is a single digit game; hands reaching 10 or more are reduced to their second digit. (For example: 1+2=3; 10+3=3; 9+4=3).

In Baccarat, there are two primary ways to bet: On the player's hand or on the bank's hand. There is also an option to bet the tie. A player may, at any time, bet on the bank's hand, the player's hand, and/or on the tie.

Each hand is dealt two cards from the shoe. The player's hand is acted upon first, followed by the bank's hand. The player with the highest wager on the player's side faces (turns up) the player's hand. If the rules call for a third card to be dealt, either or both hands must take the third card. (To understand when a card must be taken, see the table at the bottom of these directions.) There are no optional cards in Baccarat.In the event of a tie hand, the tie bet wins and the hand is replayed. Tie bets must be declared in advance, and pay 9 to 1 odds.

Bets are paid on even money, and the house collects a 5% commission on all winning bank bets.

Gambling Laws Explained

Outside of lottery the anti-gambling laws of Vietnam are strict. A minor offense such as social gambling for very-small stakes is an administrative violation. This is essentially the same crime as blogging about politics on the internet or distributing religious materials. This is handled by a special division of the police. The sentence is generally a small fine and non-custodial reform. It however does not take much for gambling to become a very serious crime.

Punishment for Gambling

Article 248 of our Penal Code covers the first level crime for gamblers. This is for individuals caught winning or losing an amount between 2 million dong and 50 million dong. The law also says this can be either money or anything else of value. Understand, this is a very small amount. 2 million dong is about $96 in United States currency. For this the penalty is a fine not less than 5 million dong and not more than 50 million dong AND either a) non-custodial reform up to 3 years or b) a prison term of 3-36 months.

What is Non-Custodial Reform?

Non-Custodial Reform is a probation/parole system. Those sentenced to this must report to the relevant authorities as instructed. They also must remain in their district and report changes of residence and employment. Committing a crime while on non-custodial reform will often result in a prison sentence. This means anyone who has already been administratively sanctioned and then is found gambling an amount under 2 million dong again – can receive the penalties covered above.

Crime for Serious Offenses

Article 248 increases the penalty to a minimum 3-year prison sentence (7-year maximum) for anyone found to have won or lost 50 million dong or more gambling. The same penalty applies for lower amounts when the guilty person is found to be a professional gambler or is a repeat offender. Persons sentenced under this section can also be fined 3 million to 30 million dong. Article 249 of our criminal code covers additional offenses for involvement in the operation of illegal gambling. That is for non-players and is outside the scope of this article.
